Laser Light Launches Procurement Process for its All-Optical Satellite Constellation & Ground Infrastructure

PR Newswire

HALO - The Next Generation Optical Network for the AI Era Bringing the World The Power of Light®

PARIS, Sept. 14, 2026 /PRNewswire-PRWeb/ -- Laser Light Holdings, Ltd. ("Laser Light") today announced its Request for Information (RFI) process seeking potential prime contractors and associated subsystem/component suppliers for its planned High Articulation Laser Optical (HALO) satellite constellation. HALO will be a core component of Laser Light's ultra-high-speed, on-demand global network spanning space, terrestrial, and subsea infrastructure and designed to meet growing worldwide demand for artificial intelligence (AI) connectivity.

Laser Light's all-optical constellation is slated for Medium Earth Orbit (MEO) satellite design and is expected to become operational within 30 to 36 months of an order. HALO will integrate with Laser Light's expanding ground network of fiber, subsea cable, and optical ground nodes. Together, this infrastructure will support the company's global, multi-domain data service across space, ground, and subsea networks, as well as advanced services at the Edge and Far Edge. Laser Light's patented StarBeam™ network orchestration system will manage the ecosystem, enabling high-bandwidth, low-latency routes and data distribution tailored to customers' global, regional, and local needs.

Laser Light is soliciting companies interested in acting as the prime contractor for the HALO system, to include:

  • Space Segment
    • Optical Satellite System (OSS) Payload
    • Spacecraft Bus
  • Ground Segment
    • Optical Terminals
    • Sky Sensor
    • Extended Ground Network System (XGNS) Interface
  • Satellite Operations Center
  • Network Operations Center
    • Core interface for Starbeam AI Operating System across system
  • The HALO prime will be responsible for the entire program from initial trade studies through design/build to launch and end-to-end On-Orbit verification.

Laser Light is also interested in companies who may be providers of HALO subsystems, components or services (such as launch) but otherwise are not proposing to be considered for the Prime role. Such vendors will be asked to complete a Supplier RFI that Laser Light will use to qualify them on the prospective supplier list and to distribute to prospective Primes.

"This RFI marks the final stage in bringing Laser Light's validated architecture to market," said Robert "Bob" Brumley, Chairman and CEO. "With key patents approved, our ground, subsea, compute, and storage assets under contract and expanding, and StarBeam orchestration software in development, we are positioned to deliver an industry-first, multi-domain global data ecosystem—built to meet the communications demands of the AI era at the global, regional, and edge levels."

Submission Details

  1. Expressions of interest must be submitted by October 2nd at 11:59pm Eastern Daylight Time. The prospective vendors must indicate whether they are interested in the Prime Contractor role or will be providing information to Laser Light to be qualified as a potential subsystem or component supplier.
  2. NDAs must be completed by Friday, October 9th, at 11:59pm Eastern Daylight Time.
  3. Prospective Offerors who express interest and complete the NDA will be able to access the full RFI details at www.laserlightcomms.com/RFI no later than October 12, 2026.
  4. Detailed RFI responses will be due November 2nd at 11:59pm Eastern Standard Time.
